You should ask your doctors.

Your stage 1 status means your tumor was small and no cancer was detected in nearby structures including the lymph nodes. The surgery removed the visible tumor. However, it is impossible to know whether small numbers of cancer cells may have traveled to other parts of your body. You may wish to seek a second opinion, because there is significant risk by not having chemotherapy. Chemotherapy is extremely effective at destroying cancer cells which may have traveled in small numbers across your body. Chemotherapy is a system-wide cancer killer. Not having chemo is quite risky. You also need long-term follow-on medications based upon whether your breast cancer was estrogen receptor positive and HER2 positive. Tamoxifen and Herceptin are the drugs of choice in these cases. Get a second opinion.

second opinion for sure my wife has recently died of breast cancer it doesn't matter if your hair falls out if your sick or any other side effect its better than dieing

If your oncologist thought that you needed chemotherapy then you would have gotten it and radiation too. But it was pretty small and probably had excellent margins. So yes your cancer is cured for all purposes.

Well, there isn't a "Cure". But if they said you are "cancer-free", you are cured unless the cancer comes back
